Packaging eco-fee: SPP calls to retain coefficients for 2027
20 Oct 2026
The Union of Plastics Processors (SPP) has asked for eco-fee coefficients to remain at 2026 levels in 2027, RBC reports. This is an industry proposal, not an approved decision to cancel the increase.
According to RBC, the letter was sent to Deputy Prime Minister Dmitry Patrushev on 6 October. The union attributes the potential rise in costs to the combined effect of a higher recycling obligation, an indexed base fee and higher coefficients.
Plastics.ru reports that SPP also highlights difficulties in recovering used packaging from municipal waste and accessing recycling capacity.
In its response to RBC, the Environment Ministry stressed that the priority of extended producer responsibility (EPR) is the actual recycling of waste. At the time of its response, the ministry said it had not received the union’s letter.
What to consider when planning
Film and bag producers preparing their budgets should distinguish current requirements from proposals under discussion. SPP’s request does not mean that the coefficients will remain unchanged.
Our editorial team recommends checking the composition and weight of packaging, recycling documents and current regulations before calculating obligations.
